If the strictly bit sequence is needed, just use four multiple input OR/NOR gates to combine all the CD4022 Johnson counter output states that are required for a specific output bit.

Do you mean from a 'reset'? What you want to do is reset to the middle of t he range. You could load the preset inputs with 1000. Since the 163 has a s ynchronous reset input just use the PE pin instead of MR to start the count in the middle. It requires no extra chips and the polarity of PE and MR is the same.
