Best place to advertise?

Got a mate, in the UK, with a small wiring shop, and flow solder , PCB assembly etc. He has been in buisness for 18 years, and knows his stuff He's a bit of a luddite on marketing and is running out of work

Any suggestions?

Yes, Google Adwords is cheap and on spot. You can define what the ad looks like and change it every hour. You can define on what trigger phrases the ad pops up. you can define how much you pay for a click. And you can define what the daily budget is. Further you can define where locally the add appears, country, europe, world. The ranking of the add is taken from the amount per click google gets and when the daily budget is over, it vanishes.

He should attend exhibitions and hire a salesperson. As a business man you must build a network and stay in the loop.

What's he done about RoHS btw ?

Thats one of the problems. His Farnell rep said many little pcb wiring shops are just closing, because its just not worth the re-investment to have two flow solder machines, RoHS and non-RoHS, and the cost of converting his only flow solder machine is prohibitive. He does some military type work, so he needs to keep the Non-RoHS machine anyway. He's had absolutely no help from the DTI etc.
