Any AD converter IC suggests ?

The LM393 would be an inexpensive A/D. If you want more bits, any particular speed, or a digital interface of any certain kind, you will need to state your requirements.

Avnet lists the Fairchild LM393 at $0.125, which is one bit -- but the ST Microelectronics version is a quarter. So you could say it's either a one-bit part or a two-bit part, depending on where you get it.

Two with a bit of resistor trickery. One of the comparators references against a resisitor divider to VCC/2. The other references to a second equal resistor divider, but also has a resistor over to the output of the first comparator, such that when the first output is high the reference is 3/4 VCC, and when it's low it's 1/4 VCC.

*looks over back of envelope again* At least, I think it should work.

General is a bit broad ... Have a look at the datasheets and pricelists of the manufacturers yourself. They don't produce overpriced junk, usually.

Linear makes some that are in the "not too expensive" range. They aren't exactly cheap though.

There is one built into some of the PIC and Cygnal micros. If you need an ADC and a micro this is worth looking at.

There are many that would work as general purpose but I would recommend the texas instruments ads8344, although it is a bit expensive.
