huge 80 pin smt package over an inch square. 20 pins per side. Looks suspiciously like a gate array.

Part number OTZY9-142-129 Made in 1999.

Any idea what this beast is or its value?

Sounds ever so slightly like a MOSIS lot number. Does it say "MOSIS" on it anywhere? If so, it is a custom chip, quite possibly a student or research project.
