0.01 Ohm resistor

I'm looking for a way to make a .01 Ohm resistor for a circuit I'mbuilding. The current in the resistor will max out at 10 amps, butthere will be times when it runs 10 amps continuously. This resistorwill be potted in silicone and I can't really put a heatsink on it,though I can put the resistor in a spot where it's in contact with thecircuit enclosure.I took out my trusty milliohmmeter and measured the resistance of .030"steel baling wire, but the resistance of that kind of steel seems soclimb significantly with heating. I can't have this resistor varyingby much more than 1 or 2%.
