What's this resistor?

I'm curious about what this is.

The markings on it say, T1 1% US 60G. Could it be 60gig ohms?

It could be since it is encapsulated in glass. I have few one Tera ohm resistors.

Quite possibly, but mounted on uncoated FR4 as it appears to be I doubt the 1% would be very meaningful.

Would it be ok if the glass body wasn't touching the board? I read something about making very high value resistors with a piece of insulation. The resistor is from this circuit;

I was wondering why such high value resistors were in there. It's R1 and R2 in the schematic. I was guessing Q1 and Q2 would have to be darlingtons for it to work. Any thoughts on that?
