Eagle 5.4.0 - How to change bottom layer to a supply layer

Hello,

I'm trying to change the bottom layer to be a supply layer. I already have components on the bottom, so it won't let me do this (i.e. the "Supply Layer" checkbox is grayed out when I try to change the layer).

Does anyone know how to do this?
