hi , i have 19 rows of four , 10mm white leds. would it be better to power them straight from dc or a pwm supply ? thanks

Straight from DC - ensure you have the correct value series resistance in circuit. You may have to series/parallel their connection to the DC depending on your DC supply voltage and the rating of the LEDS. PWM if you want to vary their brightness.

A constant current supply is best, then you can run them at an optimum known current. You can use an LM317:

Usually no need for a PWM supply, but you haven't given us any application info to work with...
