Computer not booting

...power out...reboot...power out...reboot...turn off...turn on...no text on screen, motherboard not booting...cmos battery out/in...no booting...remember strange sound from hard-drive, take out hdrive. cable, reinstall...board boots, hdrive. works.

An example of how some computer crashes can be fixed. Suggest you unplug all cables, and re-plug before you trash the motherboard.

Could be either the PSU failing and going into pulse-by-pulse overload limiting or the dreaded "dead capacitors" syndrome on the motherbpoard which was present several years ago. In either case it might be due to failed electrolytic caps - at least that would be a good starting point. PSU first and then the M/B.

...power out here refers to energy supplier power cut-out, each time for a few seconds...

That is, I initially suspected that a power spike had caused the problem.
