Exactly - you could have sent an empty envelope which now "proves" the forged document handing over the title dead to his house is valid.
I am sure this is not a new situation. I am sure the legal system has laws and procedures to handle this.

If I claim the registered mail arrvided, but it contained some other document. With that circumstancial evidence you can't prove me wrong.

From me an individual - probably none at all. From a government department (for example) it is too easy "we typed and sent 'X' number of these documents on this date and 'Y' number of recipients replied"
So a defendant is forced to claim he is freakishly unlucky or the victim of a conspiracy. Neither argument holds much weight with a judge who sees all kinds of liars trying all kinds of pathetic excuses, even though it could actually be totally true.
I have received mail intended for others. No need to be *freakishly* unlucky or a victim of a conspiracy. I have even received another person's electric bill in the same envelope as my own. That person never received their bill for sure. They either received an empty envelope or if it was one with the view window for the address they received nothing at all.

I get mail intended for the previous owners, all the time. I send it back marked "not at this address" but there is no guarantee that it is returned and they keep sending it. No, the USPS is *not* 99% assured delivery. That's why they offer certified and registered options.

If you do not want that mail, then fill out the USPS address change form, with the destination "general delivery" AKA loco PO. Indicate "permanent".

NO; a change of address form applies only to one person or family; in this case name the person whose mail you do not want. Learn how to scribble the "name".

If you call 1 year "limited", then yes. By that time, the PO will fix the non-returnables (prolly 80 percent of what one gets) and senders of the returnables will get the message "not at this address" in spades with no further work on your part.

She refused to file, when she moved. She 'didn't want people to bother her' so her so called friends send crap here. I've even had packages delivered by UPS, years after she moved. They were from her son.

Maybe so, but it works.
But: (1) you can still fill out the form so you do not get the crap, and (2) consider the packages as gifts as you did not order or request them. if you want to be particularly nasty, send a letter to the sender if decent return address is available "Dear WhatsYourFace, thanks for the framulator and dooziestan, please send more of them".
My dad & stepmother lived here for a year, while a new home was built. Even thought they filed change of address, I still get some of their mail over five years later.
