Most European RF-modulators are tunable on UHF, channels 21 - 69.
The modulator passes the antenna signal and adds one channel. It doesn't switch the antenna signal off, so you can still watch any broadcast channel.

Tunable UHF modulator output. OK. Here in the US, if the modulator is active, all other signals are blocked. And our modulators are on low VHF, channel 3 or 4.
