Yes Its needs fixing. What measurements have you done so far ?
David Glick: No proper test equipment, no adequate TV repair experience, no relevant electronics knowledge, no parts..... NO FIX. Either do some initial troubleshooting and tests and post the results (hint: start with the SMPS) which might result in some useful repair suggestions... OR.... take it to a repair shop, for at the very least, a repair cost estimate so you can make an intelligent repair decision with facts instead of wild guesses.
