Tiny Pin Point Lights On Holiday or Novelty Buttons.

Much smaller than any LED it looks like the light is coming from a junction of two conductors on a circuit board.

Is this a new development?

Some, probably many smaller LED novelties have LED dice, or chips, on a small board with transparent encapsulant around everything. Not 0402 LEDs but just plain dice. Those are usually around 300 micrometers or approx. .012 inch wide.

About the same size as the tip of a FO.

I first saw these just before Halloween.

Generally the button will have a half dozen or so lights, 2 red, two blue, two green, alternating.
