Li-ion question

Does anyone know if a Sony Vaio laptop battery voltage for a PCG-735 can be measured if the battery is not in the computer? ie, is the voltage output to the +/- terminals present only if some internal circuitry in the computer triggers it?

I have one such battery pack which reads nearly zero volts uninstalled.

The battery should read if not connected. Infact, it is supposed to be measured under load to know if it can tolerate being loaded. Normally, if a battery reads low with no load, it is either very discharged, or it is defective.
