It is good to the the venerable LM317, has some smarter offspring
These new devices allow fine software control of Vcc, using either a small uC, or maybe the FPGA itself. ( Probably safer with a small uC )
So you can scale Vcc to suit frequency, or drop into the config-hold regions, or margin test your designs.....
