Is there a so called "Stolen Equipment Serial Number List" one can look up on the internet before buying a piece of equipment from someone?

Warning:
anyone buying or bidding on a hp 8562A spectrum analyser with EBAY item number: 7579547852
Guy fromthe UK hacked into an Ebay account and is trying to sell this analyzer outside of ebay.
Warning 7580117832 and 7580114178) both same hp8561E (another EBAY scam) by same UK guy
Fraud -- 7584561557, 8562A again, word of advice dont bid if seller has 0 sell history on ebay. ;)
