Hello:
I have a multimeter HP3466A that comes from USA and works at 110v. I want to change it so it can work at 220v. On the back side it sais "See the manual to change voltage". I have looked inside and there is 4 resistors labeled HI, LO, 110v and 220v. The place for LO and 220v are empty. What value of resistor i have to put there?

Sorry, there are no resistors. There is a transformer, with two windings and the taps have labels. The usual configuration is similar to the following: Winding #1 Start at term 1, End at term 3; winding #2 Start at term 2, End at term 4. For 110V use, term 1 and 2 are shorted together and go to one side of the line (say LO side); term 2 and 3 are shorted together and go to the other side of the line (say HI side). For 220V use term 2 and 3 are shorted together, one side of the line (say LO side) goes to terminal 1 and the other side of the line (say HI side) goes to terminal 4.
An alternate, not so common way is the LO side of the line is permenantly connwected to terminal 1 of three or more, and the high side goes to a corresponding tap (105V, 115V, 210V, 220V).
