Help on Looser-Take-All / Winner-Take-All circuit

Good morning, a friend of mine have inserted this post on a Forum I created on my site

"Someone knows something about LTA/WTA circuits? I mean the best approach to the problem, the best topology and all that can be usefull to design an accurate and high-speed LTA?"

Start with an N-input AND or equivalent. Each input is driven from the output of a 3-state logic circuit; state

1 = NOT VOTED, state 2 = YES, state 3 = NO; reset all to state 1 at power up. The 3-state logic is wired to prevent a voter from changing the vote after voting; both state 2 and state 3 lock out any inputs. I designed and built such a beast about 50 years ago using relays; rather simple.

Alter above suggestion as requirements dictate.
