hi everybody, i want to generate a pal chroma signal. it has been said in some books that the sign of V changes every scan line, as television uses interlaced scanning, did the sign for V changes every alternate odd lines and every alternate even lines. Or for every odd lines V will be positive and for every even lines V will be negative. please help me in clearing my doubt

You said it yourself. It changes for every scan line. That has nothing to do with half-pictures.
One other thing to ensure you this is true is that as there are 312,5 lines in i half picture here in europe, one line is split between half-pictures. If phase changed for some other reason than starting a new scan line it would change in the middle of that line nunmber 312,5.
