Why does a superscalar architecture consumes more power compared to a VLIW computer...?'


It doesn't have to, but assuming all else is equal, it may be due to the extra logic that is required in a superscalar processor to perform dynamic scheduling and reordering. As typically this is handled by a compiler for a VLIW machine, this logic can be omitted, thus saving power and complexity.
