I would appreciate your suggestions on how I can control the DC voltage and amperage for something I am building for my car. I want to be able to set voltage between the basic 12 volts and lower it to 10, 8 and 6 volts on the test line; and do the same with the amperage (ie. set and reset it to 20 amps,
First, the "basic voltage" of a car electrical system is about 13.6 volts while the engine is running, and perhaps as low as 11 volts when the battery is fairly well discharged.
Google for information on voltage regulator and current regulator. Note that any load will only take the current it requires at the applied voltage - you can't regulate current and voltage independently.
A current regulator will reduce the applied voltage when the load attempts to draw more than the specified current.
