What is solder tack time? I was looking at solder paste and it states that it has a tack time of 4-8 hours.

That's how long the paste will stay gooey, before it dries out. So once you paste a board, you should place all the parts and run it through the reflow oven to solder it within 4-8 hours, 4 to be safe.
