No. That is too vague to have an answer. Can you use a search engine? There are lots of websites that explain everything you want to know, and more. Add the word Tutorial to your searches, study what you find, then you can ask valid questions that can be answered.

That's the best way to change the speed of a small motor. (your earlier question)

if you need precise control some sort of feedback is needed. if manual control would be sufficient google 555+PWM for some examples.

If you just want to generate a PWM waveform and use it for testing, you can do that with your sound card and my DaqGen freeware. (Of course, this is a less-than-ideal solution if you want to build it into a small RC model ) ;-)

sure, dual 555, one used for the constant freq that is used to trigger the next one for a one shot that is adjustable via the bias pin.. what a hack i know..! :) or, use a micro and write code..
