I have a counter with a two digit seven segment led display. When i turn the power on it will display random numbers. How do i get it to display '00' when i turn it on? Thanks.

Most counter have a method of resetting or presetting them. Its hard to know how to offer advice when you don't say what the chip is .

You arrange for what's called a "power-on reset". Sometimes, something as simple as a resistor and capacitor will work, but usually it takes a little more, like a schmitt trigger buffer. What you do is hold the counter's "reset" line active (usually low) until the power supply stabilizes and the input settles.
