FWIW tomorrow is Halloween and I've promised to dress as a Black Witch named Suzy. I've got a slinky black dress, stockings, bra, fake boobs, but no hat or black panties, for that I apologize, just like the OP, as you empathized with.

Irrelevant. A witch needs a hat. Go to the crafts store and get a piece of shiny black posterboard. Make a hat. If you have time, go back to the hobby store and get star, half-moon, planet, etc. appliqués for it. (or check on the first trip. ;-) )
Maybe some silver/gold glitter for "magic dust".
