Hi Sam,by doing that you can only have half of the brightness of the 40 watts FL, & you will see the two end darken on the FL,hence shorten the FL life.

I like to conserve energy by using a 23-Watt compact fluorescent to power a 40-Watt fluorescent tube. Is it okay to use a 23-Watt (or maybe 18-Watt) compact fluorescent on an ordinary
48" fluorescent tube?Thanks
