Other outfits' management might not have been so quick on the belt tightening. Some new gizmo may be in the budget and now they want it in-house before the bean counters, er, I mean legume comptrollers take the funds away and cancel orders not yet completed.
I've ordered a few new machine tools and the folks at the distributor are back-ordered pretty seriously on some equipment. They've been hit with a surge in orders as well.

He finally caved in to their contract modifications. I guess the number of vacant office buildings around here might have been "motivating".
Our previous landlady sent us a new lease that required us to be legally responsible for the public areas of the building, like stairs and hallways shared with other tenants. And a bunch of other crazy insurance and liability issues. We just ignored it and kept sending in rent checks every month.

I have seen this happen many times, both by corporations which wish to avoid tax on profits by instead investing in growth (low business taxes only encourage taking money out of the business rather than investing in growth), and by government agencies which must spend all of this years budget in order to avoid having next years budget cut, even if it means tossing new material they can't store directly in the dumpster. The might need that money next year for some unexpected emergency, and not be able to get it if their budget is cut (there exists no reasonable mechanism for funding unexpected requirements) being the universal justification for this waste.
