Too cheap to pay for a private branch exchange, and too ill-informed to know what is being asked for.

In the Netherlands, small private branch exchanges are cheap enough that we have one in the basement to manage the four phone points in the house. Some old-fashioned monopoly post and telegraph departments may not chose to sell these sorts of private branch exchanges for realistic prices, but since the buyer doesn't say where the office is (probably in the U.K., from the profile) one would have to waste as least one of the six hours on offer finding out this elementary bit of information.
