The Earth's Matter's rotation is an example of inertia of perpetual motion. If there is no absolute rest then all inertia is perpetual motion.

It gains momentum. The light isn't a massive object, with momentum proportional to velocity; it's a wave, and we have momentum =3D power/ speed.
