First, transmitter manufacturing is a well-established, tight-knit group. If you're a start-up, expect very, very slow sales. There are only so many legitimate customers (many of whom will only purchase from well-established manufacturers...) Good luck breaking in that crowd!

Second, if you're planning to make something for your own use, (i.e., you won't have a valid FCC Station Authorization - "License"), then anything over Part-15 low-power rule limits is going to be illegal for use in the US or its territories. (No matter what anyone else may tell you.)

Third, if you're planning to make and sell these to "pirate" FM operations - (i.e., others who won't have a license either), this is also a bad plan as you can be found liable for damages, forfeiture orders, equipment seizeure, etc.. -mpm
