Found it. Fix for conflict between PowerDVD and a wireless mouse (I have both) causing screen-saver not to work.

Do a google search then, idiot.

Going frpm the name it sounds like it blocks input from sources other than the user (eg vnc connections, malware). Since it comes from microsoft it probably does something different but related.
