Read the taxi firm's radio license first. They are probably only licensed for voice transmissions.

What country are you in? (License issues) What kind, and how much data are you talking about?

There are many manufacturers of add-on encoders for two-way mobile radios. Including simple automatic-ID units (to know who's keyed up). Also, there are many DTMF microphone solutions.

Let me know your requirements, and I can steer you in the right direction. It would also be helpful to know the radio make & model(s), including whether or not any portables are involved.

IF your license allows it, you can use various schemes that use audio frequency shift keying, there are chipsets designed for this. google FX/MX469 chip. Note most radio regulatory agencies get very antsy and very interested if you send a data protocol they dont like or cant decode, and the possible penalities for disobeying are HARSH, no matter where in the world you are.
