What are the US EMC requirements for power supplies and similar products?

I've just had someone going on about FCC form 740. Said form refers to

47 USC 302. A quick glance at that document didn't enlighten me.

The radiated emissions limits are stated in 47 CFR 15 subpart B. 47 USC

302 is the enabling/coordinating legislation to give the FCC some authority on the import (in coordination with customs) of RF using devices, particularly intentional emitters.
