slow modem connection

Maybe one of you would know what's going on here.

I've got a 56k modem, but I can only connect at 28.8kbps max. Often I only get 21.6 or 26.4 kbps.

What could be causing this?

My comp gets speeds of up to 40kbps at my dad's house.

Only thing I can think of - since the guest room of my house didn't have a phone jack, my dad installed one by tapping into a wire in the attic.

Phone line doesn't sound particularly noisy.

Any ideas?

Quality of the line is indeed a good reason for lower speed. Might seems Ok for voice though not enough for data! CU

Find the first jack, where the telephone company's cable comes into the house. Disconnect anything else but that one jack and try there. If you still get slow connection then it's cable quality, whether it be a bad line or a pair-gain system in place.

Is a pair-gain system likely in a house in a newer subdivision (say, 10 years old or less) in California?

Ask the telco. It's quite possible - over here there are new subdivisions going in to areas without line capacity in the trunks, so even though the subdivision itself has the lines in, there aren't enough pairs going back tot he exchange. The telco should be able to tell you.
