The first I heard of this bomb design was in Edward Abbey's book The Monkey Wrench Gang, where it was proposed to use a houseboat full of diesel-soaked fertilizer to ruin Glen Canyon Dam.
The specific activation of the GPS chip on a 911 call was mentioned in a different branch of this thread.
But anyway, while a GPS chip gives much higher accuracy, the cell phone system already knows your position roughly (with an accuracy of a couple of hundred meters in cities). That might not be enough to help the emergency services find you, but it is more than enough to be an invasion of privacy if the information is available to others.

Hell of a good idea. But I'm sure that Ed knew about it since that's what's used in all of the open pit copper mines that surround Tucson.
They drill holes in the rock, back a tank truck full of the stuff up to the holes and dump it in.
Speaking of explosives, my first father-in-law ran a marble quarry east of Tucson and was licensed to blast. He once sent me to Apache Powder Co, in Benson, AZ for a case of dynamite. A lot of folks really kept their distance when they saw me on the highway in my '69 Plymouth Roadrunner with a big red "EXPLOSIVES" sign plastered on the trunk lid.
AFAIUI, ANFO needs a fair bit of encouragement (from a booster such as TNT) to blow up, as well as a detonator.
I wonder whether that would really work. A dam is a damn sight harder to break than a building.

Most people living in Europe disagree with such plans. But even when the data is archived, it is still protected and hard to get hold of (even by the authorities).
Intelligence services are important to a country's security, and that involves monitoring potentially dangerous items (such as large quantities of chemicals - although for some reason, in the USA that doesn't include firearms or many other sorts of weapons), and monitoring potentially dangerous groups and individuals. It does not mean mass spying on innocent people with no just cause. I'm not against the principle of having institutions like the CIA or NSA - I just expect them to use a little intelligence about who they watch.

Abbey's abjective was not to bring down the dam (that would have caused a lot of damage downstream in the Grand Canyon), but to render the dam unsafe and require the reservoir to be drained.

I was on the Jersey Pike twentyish years ago, following a little car with the explosives diamond on the trunk lid. It took a while for it to sink in; it was a '74 Pinto. :-))
As has been noted above, AN is used for blasting rock. I wouldn't think a dam would be much harder than that (nothing but air on the other side).

One form of "watching" is communications traffic analysis: you snoop everything and look for suspicious patterns. With voice recognition, you can snoop everything and look for more specific stuff.
I always assume that any international phone call or email I send is being snooped by any number of parties.
