RoHS and recycling

For all you people suffering from the EU RoHS regs: How do they handle manufacturers who have a recycling program in place?



These programs, where manufacturers take rsponsibility for the disposal of their defunct products, are picking up inertia here in the USA. Since (one of) the goals of the RoHS programs is to keep 'nasty stuff' out of the landfills, would a manufacturer with a recycling program be able to get an exemption for using it in their products?

WEEE is a part of the "total" program that is _required_, like RoHS is _required_; exemptions are *not* based on how a company implements these.
