Misstated. UL has licensed ETL and other labs to test to UL requirements and for a nominal markup, included in the fee paid to your local test facility, to obtain the proper legal right to use the trademark logo. ETL has direct licence to issue the licence themselves, but the fee still goes to UL itself.
