Not so much on the collimation, but for testing you'll find that pretty much all contemporary digital cameras will let you "see" the IR coming from your LEDs. By holding a sheet of paper or similar in front of them as a target, you should be able to get some idea of how collimated the beam is or isn't.

Have a look at some of the (say Vishay) IR module app notes.

You will not need any collimating optics as IR leds are commonly available with single digit and upwards 2 thetas. A 60ft indoor range is simple and straightforward - you will not need to 'blast' the led(s) with Ampere currents even though such currents are quite 'ordinary' in the remote control world with many IRleds specified at 1A and upwards (with appropriate limitation of the modulation).
