Oh, there are a variety of reasons. A desire for part time work. Temporary work between other jobs. Work to supplement a fixed income. Refreshing work outside of one's area of expertise, etc. etc.. etc...

With AmeriKKKa's manufacturing base all but gone, there is - ahahahahaha - not much left that can be outsourced. What is left is low paying service jobs.
And that is why AmeriKKKa's median wage is falling.
