I finally got around to this.
A PICAXE08M2 starts up in 158 milliseconds. Other PICAXE chips will be very close if not identical to this.

I can't believe my stupid mistake (maths) A PICAXE08M2 starts up in 46 milliseconds (I have double checked). Other PICAXE chips will be very close if not identical to this.
