3.11 from eBay? I noticed some of the packages for sale on eBay say "For distribution with a new PC only"...
You can bet they willl never release it into the PD.
One day, some years ago, when I had little to do and felt argumentative, I called MS and said I wanted to buy Win 3.11. They said I could not, it was no longer for sale. So I said, then it will be OK to copy it then. No they said, you cannot. Then I want to buy it. No, you cannot!
This went on until they hung up. So then I used the bootleg copy.
