It's nightmare in slow motion, perfectly predictable with American Weakness. U.S. shows of (no)force give the terrorists the opportunity to attack. Dozen of American boys and multiple dozens of Afghan died because of Biden's show of weakness.

One bombing by a fringe group doesn't make it an act of war unless it is to both parties interest to have a war. You seem to think wars are for settling grudges - instead they often are so some people can make some money or more power for themselves. In this situation Biden is already president, in his first year and has plenty of time to start a war if his numbers crash in the next year or two.
