any good MB will turn off the supply if it detects voltages not coming up due to shorts or over current detectors via the support chips. Power supplies are high current and they can burn a lots of goodie's before they are done.

The bios is supposed to detect bad memory chips and beep about it !
Pulling the chips out of there should make no difference.
Have you ever come across a bios that hangs when the memory chips are bad ?
If so throw it in the waste basket !
