Farnell 500-2989 buzzer is rated for 1.3mA at 3V operation. Not the 0.5mA you are after, but not too far off either. You could try limiting the current in some fashion.

Or operate it at a 1/3 duty cycle (eg. 0.25 second on, 0.5 second off).

You could take a look at the Sonalert catalog:

They can be a little pricey, but they're way easy to use - just give them volts, and they beep. :-)
