It's no different than Obama's wholesale creation of new law, out of thin air, with DACA. The *law* states that marijuana is illegal. If Booker wants to change that, then convince everyone else it's a good idea. Instead, he kicks and screams and turns blue until he gets his way.

The "Blue Slip" is the means for a Senator to put a "hold" on Presidential nominations. Basically, the blue slip asks for comments, evidence for/against the nominee. Until they're all returned, the nomination goes nowhere.
