is it at all possible to implement some sort of power supply using rs232 datacable. the circuit i am using for communication between a pic and the t28 is similar to the one in this link

Some sort? Yes indeed.
As much of a power supply as you need? No.
Unlike USB, RS232 does not include a power supply along side the data. For extremely low power devices, people sometimes steal a few milliamps of current off the data lines, including some of the status lines that are rarely used. But you won't get enough to charge your phone at any reasonable rate.

As long as the phone never needs to be recharged and can keep running then having it charging slowly would be fine. How would i go about stealing amps from the data line without disrupting the data?
You will probably not get enough power to do any meaninful charging.
To "steal power" you would build a circuit that loads the data line, but not too much. You may do better using the modem status and handshaking lines, which are rarely used for their intended purpose any more.
But it's not worth trying, as it's unlikely you would get enough power to be of use.
