There are more and more chips out there with three and four level digital input pins? Like the AD9514 for example. Seems like a good trend, keeps the packages smaller, but then why not just add a SPI or I2C interface?

It is typically used to be able to do the setup without any kind of controller yet not use a myriad of pins. You can use resistor ratios which is cheap. But in some areas like Europe where SMT placement is really expensive that may not be so hot.
Then you need a controller which kind of defeats the whole purpose of the scheme.
