OK, you are facing a huge, enormous engineering challenge. First, you need to design a fast video ADC circuit. Actually, you need to build three of them. Then you need to design the logic to read the output of your three ADCs, and toss it out in the format required by the panel.

This will take about 6 months of your time. You will need to know about high speed analog and digital design, you need to know power supply design, PCB design, parts ordering, a HDL, a microcontroller, etc. You ideally need to learn a good timing simulator as well.

You need a good lab with a great power supply, _fast_ scope (at

*least* 1GHz), a logic analyzer, maybe a spectrum analyzer for the critical power supply analysis (you can rent one), soldering iron, and since I doubt any of the parts you need come in 40 pin DIPs, microscope, tweezers, flux, flux remover.

Or spend hundreds or thousands of dollars on obsolete specialty hardware or video cards with panel-link LVDS transmitters.

In the meantime, you could just sell them on eBay and get on with your life.
