Make sure you don't have caller ID transmissions turned off. Recently I also found that some discount LD providers cannot reach certain numbers any longer. The trusty old telephone system appears to be falling apart to some extent.

Then it would really begin to crumble. Because where would they draw the line if they can't get proper LD contracting done anymore? At the 1c/min providers? 2c/min? 3c/min? If they play that sort of game the phone system will come apart and ultimately the Missy Bells will find out that they shot themselves in the foot. When everyone and their brother uses the web for calls.
