He got a 4" thick enclosure, not PCB. That's necessary to keep enough air-flow inside. Perhaps a fan would help; otherwise, the temperature gradient (~10C) would be a problem.
If I understand the OP correctly. the PCB populated with plastic parts would not be powered on. This is a common issue for reworking plastic ICs.
